Residential Low-Intensity (ASAM 3.1)

Services within the Residential Low-Intensity Addictions Treatment (ASAM Level 3.1) program at Transformation Oasis are delivered by a multidisciplinary team of licensed, certified, and trained professionals qualified under Maryland law to provide addiction treatment and recovery support services. Our staffing structure ensures clinical oversight, continuity of care, and 24-hour residential support while maintaining a person-centered and recovery-oriented approach.

Program Leadership & Clinical Oversight

The program is supported by experienced leadership responsible for clinical quality, compliance, and coordination of care.

Program Director

The Program Director provides overall operational oversight of the residential program and is on-site a minimum of 20 hours per week. This role ensures the program operates in accordance with Maryland regulations, ASAM standards, and organizational policies.

Clinical Director

The Clinical Director serves a minimum of 20 hours per week and is responsible for the supervision and coordination of all clinical services. Responsibilities include ensuring services meet medical necessity and regulatory standards, coordination of care with external providers and referral sources, supervision of counselors and peer support staff, and clinical oversight of treatment services.

Counseling & Clinical Services Staff

Direct treatment services are provided by licensed and certified professionals who specialize in substance use disorder treatment. A licensed or certified substance use disorder counselor is on-site a minimum of 40 hours per week to provide discharge and transition planning, ongoing clinical assessments, treatment planning, group therapy, and individual counseling. Counselors work collaboratively with residents to support recovery goals, skill development, and community reintegration.

Peer Recovery Support Staff

Peer Recovery Support Specialists play a vital role in the Residential Level 3.1 program by offering lived-experience support, encouragement, and recovery mentorship. Peer services include daily recovery support and engagement, assistance with goal setting and accountability, connection to community recovery resources, and support in building recovery-oriented routines and relationships. Peer services are integrated into the daily structure of the program and complement clinical treatment.

Residential & Overnight Support Staff

Because this is a true 24-hour residential program, trained residential staff are present at all times. House managers provide 24/7 residential supervision and support, assisting with resident needs outside of clinical service hours, supporting daily routines and house expectations, monitoring resident well-being, and maintaining a safe and supportive living environment. At least one staff member is on duty overnight (11:00 PM – 7:00 AM), trained in crisis intervention, certified in Narcan administration, and certified in cardiopulmonary resuscitation (CPR).

All members of the treatment team work collaboratively to ensure services are individualized and person-centered, clinically appropriate and recovery-focused, coordinated across levels of care, and aligned with each participant's goals and strengths. This team-based approach allows Transformation Oasis to provide consistent, high-quality residential care while supporting long-term recovery and successful transition back into the community.
